CHIEF OF POLICE ACCUSED OF TAKING TICKETS FROM SCALPER

I’M SHOCKED, SHOCKED I TELL YOU, TO FIND OUT THAT MIAMI POLICE CHIEF RUDY ILANES AND ASSISTANT CHIEF JORGE GOMEZ TOP THE LIST OF COPS WHO HAVE BEEN ACCUSED OF TAKING “FREE TICKETS” FROM ALLEGED TICKET SCALPER LUIS LEON FERNANDEZ - I’LL BE EVEN MORE SHOCKED IF THE ALLEGATIONS ARE SWEPT UNDER A RUG.


NOT REALLY!  THE REAL SHOCK WOULD BE IF THE ALLEGATIONS AREN’T SWEPT UNDER THE RUG, BECAUSE GIVEN THE LEVEL OF CORRUPTION AND GRAFT IN MIAMI, THE RECEIPT OF “FREE TICKETS” BY POLITICIANS AND PUBLIC OFFICIALS IN MIAMI IS TREATED LIKE THE MINTS YOU GET ON YOUR PILLOW AT HOTELS

Mr. Manager:


I am writing to you to report public corruption and unethical misconduct at the highest level of the City of Miami Police Department. On January 19, 2016, at the American Airlines Arena Officer Marcos Perez #5627 arrested Mr. Luis Leon Fernandez (City Case # 160119018941- see attached arrest form) for selling counterfeit game tickets to Chinese tourist at the Miami Heat vs. Milwaukee Bucks basketball game. At the time of the arrest Mr. Fernandez began yelling at Officer Perez that he’s friends of Chief Llanes and Assistant Chief Gomez. He told Officer Perez not to detain him and began to make phone calls. He further stated that he has hooked them up with tickets and that Officer Perez would get fired once he was released.


Mr. Fernandez became so vociferous that Officer Perez was forced to request emergency backup from other officers. Once Mr. Fernandez was taken into custody Officer Perez along with Lieutenant Mauricio Rodriguez began to receive calls from Assistant Chief Gomez, Executive Um Ramos, Lieutenant Albert Guerra, Downtown Commander Jose Alfonso, Chief Llanes, and others to request his release or for Officer Perez not to appear in court. Officer Perez stood his ground and abided by law and refused to partake in any inappropriate activity. Prior to his arrest Mr. Luis Leon Fernandez was a frequent visitor and permanent fixture at the Chiefs’ Office at the Miami Police Department. Mr. Fernandez rides with Assistant Chief Gomez and Chief Llanes in their City rental staff vehicles on a regular basis.


Additionally, Mr. Fernandez would give Assistant Chief Gomez, Chief Llanes, and other associates free or discounted tickets to Miami Heat games, floor tickets, and event tickets.   Mr. Fernandez was such a fixture at MPD that he attended the 2015 annual departmental Thanksgiving and Christmas dinners for officers. I asked you Mr. Manager what clearance or background checks were conducted to allow this individual (ticket scalper and swindler) this type of station access or freedoms? This type of conduct is pervasive by these individuals. Last year Chief Llanes, Assistant Chief Gomez and Executive Assistant Ramos received free concert tickets for the Marc Anthony concert by the concert promoter who delivered them to Mrs. Angie Ruiloba in the Chiefs office.


Officer Marcos Perez is assigned to the police department’s Office of Emergency Management. The department recently participated in “Operation Heat Shield” along with twenty-eight other law enforcement agencies. The day before the Operation Chief Gomez authorized the transfer of the Commander of OEM Lieutenant Armando Rojas who was coordinating the operation for MPD. The temporary transfer of the Lieutenant at a critical time was done to send a message to Officer Marcus Perez of what’s to come. Chief Llanes is aware of Mr. Fernandez arrest. He has ignored the law, departmental violations and swept this matter under the rug to protect himself and his friend Assistant Chief Gomez.


I am a whistleblower and I am in fear of retaliation by these thugs who wear a badge and uniform. I am respectfully asking you Mr. Manager to intervene and take the appropriate actions to investigate, suspend, and remove these individuals from public office. The above accusations are factual and can be supported through proper investigations. A subpoena’s and court orders will reveal phone records, and video at the Arena and police station. It will also protect Officer Perez to release incriminating evidence, pictures, records and videos.  Mr. Manager please have an outside investigative agency investigate this matter and refer the ethical misconduct to the Florida Ethics Commission and to the Miami Dade Ethics Commission.

A Sworn Member Doing The Right Thing

Over the weekend I, along with others, starting with the Miami City Manager received an anonymous email alleging that Miami Police Chief Rudy Ilanes had been receiving “free tickets” from well known ticket scalper Luis Leon Fernandez, who had been arrested in front of the AAA Arena on January 19th, after scalping tickets to Chinese tourists.

Before even getting to the “free tickets,” my question is how does this guy, and Reverend Jerome Starling, and any number of other questionable characters manage to have what appears to be unlimited access to Central Headquarters, the Chief and some of his Command Staff?


I mean really!?!


I don”t think the question is whether the Chief of Police and some of his command staff are on the take when it comes to accepting “free tickets,” rather, the bigger question is what else besides “free tickets” do these guys take, and why does this continue to be such a glaring problem?


I’ve been writing about elected officials in Miami-Dade County, starting with County Mayer Carlos Gimenez, School Superintendent Alberto Carvalho, School Board member Raquel Regalado, Miami Mayor Tomas Regalado, all the members of the Miami City commission, the City Manager, and various and sundry senior members of the Regalado administration taking free taickets going all the way back to 2011.


Absolutely nothing has ever been done. The Miami-Dade Unethical Commission has squirmed and wiggled every which way in order NOT to punish a single individual, even though they’ve been provided with voluminous emails and photos establishing that these individuals have taken “free tickets” valued at thousands of dollars.


Anyhow, even if these cops and others won’t get punished, at least no one can say that nobody made an effort to blow the whistle on them.
