MIAMI’S LOOKING FOR A NEW CHIEF
WINK, WINK, THE CITY OF MIAMI IS ADVERTISING FOR A NEW CHIEF OF POLICE - LIKE THEY WOULD ACTUALLY APPOINT SOMEONE BASED ON MERIT AND PROFESSIONALISM

And so the charade begins. The City of Miami Human Resources Department has posted an advertisement for a new Chief of Police, just like they did when they posted a similar advertisement after Chief Exposito was fired in 2011.


The results this time will be the same as last time. After conducting interviews and making nonsense statements about how the goal was to select the best qualified person for the job, the Mayor told City Manager Johnny “The Doormat” Martinez to appoint Manny Orosa, and the rest, as they say, is history.


This time out the list of the three current members of the Miami Police Department from which the Chief will be selected, regardless of who applies, are Assistant Chief Jorge Gomez, who I tagged earlier this year as lying to the Miami-Dade Commission on Ethics and Public Trust,  Major Jorge Colina in charge of Internal Affairs - who I don’t know much about, but which I’m sure I will get an earful after this story gets posted -  and Deputy Chief of Police Luis Cabrera, who I have written about frequently, and who’s only able to function at some sort of rational level when he’s on serious psychotropic medication.  See the Countdown Clock on my Front Page.


Depending on who you talk with, the odds on favorite is either Cabrera or Gomez. Cabrera because he’s the Mayor’s Godson, and Gomez because he’s pretty much kissed every ass he can in an effort to become Chief.


Among those lurking in the background behind these candidates and waiting for promotions or other side deals are Major Raul Herbello -
he who drove around in the White Bentley owned by one of the owners of Cuban Crafters, and who was the cop standing at attention waiting for Phantom Mayor, Armando “The Whopper” Gutierrez to get out of the City SUV a few years back, and Ricardo Roque who is currently the Mayor’s volunteer Intergovernmental Director, which is supposedly another way to describe thim as one of a handful of “fixers” the Mayor uses to handle delicate situations out of the public eye.  As long as these guys aren’t public employees a great deal of what they do can be shielded from public scrutiny.  Unless of course, I catch them.


All of these guys are part of a larger clique that goes back to the River Cop days that included Armando Aguilar, the former FOP President, who along with Manny Orosa were the only ones who evaded getting convicted or going  to prison over the Leonardo Mercardo murder case.


Aguilar, like Orosa is scheduled to retire in the next few months and will leave behind his son. Armando Jr., as the Executive Assistant to the Chief - a favor Orosa did for Aguilar, Senior - and Javier Ortiz, who was his Vice President in the FOP before assuming the presidency when Aguilar resigned. Ortiz’s has worn his welcome out with some members who want to impeach him.


No matter which of the three insiders gets selected to be the next Chief of Police, nothing will change when it comes to how the department is run.  All of these guys will, like Orosa did for the last 2 years, continue to take their orders from Regalado because he wants to make sure that Raquelita will have a Chief that’s beholden to Daddy and to her.


That’s the way the transfer of power is done in a Banana Republic.
