HE’S THE RED LIGHT CAMERA MAN
HOW PLACIDO “PUMPKIN HEAD” DIAZ MANAGED TO GET REHIRED BY THE MIAMI POLICE DEPARTMENT AFTER HE PULLED OUT HIS PISTOL AND THREATENED TO BLOW HIS BRAINS OUT AND  
HOW THAT HAS SOME CO-WORKERS WORRIED HE MIGHT DO IT AGAIN AND SHOOT THEM IN THE PROCESS

I used to think that my pal Commissioner “Ethics” Sarnoff was the most corrupt member of the Miami City Commission, but after the story I wrote about Willie Gort and his ability to evade prosecution on receiving $18,000 in free bus bench advertising,  I’ve had to change my mind and say that I think that ol’ Willie is right up there with Sarnoff when it comes to screwing the pooch and the taxpayers.


Among Gort’s inner circle that uses his office as an informal clubhouse for scheming and plotting used to be Placido Diaz, aka The Slumlord, who after leaving the police department a step ahead of an Internal Affairs investigation that I detailed in PART II of my Slumlord series, showed up in Willie Gort’s office as his Legislative Aide.


There were people at the time who wondered why Diaz, who was living in a big fancy house on the Venetian Causeway with a half dozen cars in the driveway and a yacht tied at the dock in back was hanging out in Gort’s Office making $40 grad a year, while claiming to be a millionaire real estate mogul.


There was speculation that Diaz was using his position in Gort’s office to further his real estate activities, but in 2012, in either an admission that he wasn’t as smart as a 5th grader, or that he was craftily shielding assets and leaving creditors out to hang, Diaz filed for bankruptcy under Chapter 7, claiming that he had $5,395,420.88 in liabilities and $2,027,777.17 in assets.


Already considered weird, the bankruptcy and a pending divorce only made Diaz weirder, and on January 7, 2013, while having supper with his stepdaughter and her husband at Los Ranchos restaurant at Bayside Marketplace he pulled out his service revolver - he was a Reserve Miami Police officer at the time - and claimed he was going to blow his brans out.


I’ve written extensively about this incident, HERE, HERE, HERE, HERE, and HERE.


From the beginning, the Chief and other senior staff tried to cover the incident up.  The Chief at one point even wen’t so far as telling me that he was unaware of the incident until he received an email from me asking for documents related to the event.


For over a year the Police Department - it was actually the same legal scholar, George Wysong, who a couple weeks ago crafted that bogus legal opinion on the ULTRA music festival VIP tickets given to city employees and Bayfront Park Management Trust Board Members - that was the point man in keep the documents from me.


It now turns out that the reason that Wysong lied to me about the availability of the audiotape with the call from the manager of Los Ranchos, and the  subsequent IA investigation on how this incident was handled, was that last September Placido Diaz was quietly rehired by the Miami Police Department to be the Red Light Traffic Court Administrator.  At the time no one wanted me getting my hands on any of these documents and writing about it.

In today’s other story about the questionable hires by the Miami Police Department dealing with the children of Miami Police officers, I pointed out that Officer Aquiles Carmona was the “investigator” of choice when it comes to whitewashing one of these employment evaluations, and this one is a classic.


I’ve highlighted several portion of his summary, starting with the claim that no records were found regarding an IA investigations on Diaz, and that NO phycological evaluation was required.


It’s obvious that Carmona didn’t look very hard for any IA Records on Diaz, because if he had, or if he had just visited this blog, he would have found the document below about an incident where Diaz, acting as the muscle for lawyer and Coconut Grove landlord Julio Marrero, broke into an apartment and convinced the tenant it was in his best interest to leave.


I’ve dealt with this in much greater detail including a copy of the IA Report  and background on Julio Marrero and Officer Danny Fernandez in PART II and PART III of my SLUMLORD series on Diaz.

Far more interesting is the revelation that a psychological evaluation was considered not applicable in the rehiring of Diaz, given the incident where he pulled out a gun and threatened to kill himself.


My sources, and the records I’ve been able to obtain indicate that Diaz never underwent a real psychological evaluation, and thanks to his pal Sergeant Carlos Mendez, who let him leave the restaurant before a Crisis Intervention Team Officer could arrive, he evaded an interview that could have led to his being Baker Acted.


As part of the report accompanying the lie detector test, the following explanation was provided by Diaz of what happened that night, and includes the claim that he was supposedly seen by both his and a City doctor. 

Among the ironies regarding this description of the events of that night by Diaz is that it doesn’t even come close to the description of the same events in the IA Report, which as you can see in the segment below was only initiated 3 weeks after the incident, in large part the result of a Rant that I had written about the department’s failure to investigate this case.

Diaz’s pal, Sergeant Carlos Mendez, was the only one subjected to an investigation by the Miami Police Department - no good deed goes unpunished - over this incident, and that investigation found that he had violated 12 separate Department and Civil Service regulations.  For a more complete account of what happened that night, including the audio tape of the manager of the restaurant describing the events in the 911 call, and a copy of the complete IA Investigative report, click HERE.


A larger question that never seems to have raised any concerns was the amount of medication that Diaz claimed to be taking at the time of the lie detector test, and what this says about his mental condition or the possibility that he, like young Jorge Castro in my other story today, tried to game the lie detector, only in Diaz’s case he tried to do it by showing up with a stomach full of drugs.


At the bottom of this medical release is the list of all the medications Diaz claims he took before he showed up to take the lie detector test.

That’s a powerful mixture of medications, and if you go back up and look at Diaz’s claim that at the time of the Los Ranchos incident he had a “medical reaction to the medication and blanked out,” one would hope that he is no longer taking all of these drugs.

The problem for some of his co-workers and the reason that I was provided all of these new documents on Diaz was the attached note that said, “Police officers and civilian personnel are forced to work with this individual on a daily basis in fear of their safety.”

And so, a guy who left the department years ago allegedly one step ahead of an investigation into his actions as an enforcer for a slumlord, and who clearly suffered some sort of an emotional breakdown - whether he blanked out or not - that resulted in his pulling out a gun and threatened to kill himself, is now the guy in charge of the City of Miami’s Red Light Camera program, with an office on the 4th Floor of the Miami Police Headquarters under the wing and protection of Assistant Chief Jorge Gomez, who has done just about everything he can to become the next Chief of Police except get on his knees and suck Tomas Regalado’s dick, and that’s not out of the realm of possibilities if Regalado were to go along.

Oh yeah, just to remind you of how things really work in Regaladoland, one of the big mouth’s at the MRC was overheard not that long ago bragging how her boyfriend in the Police Department fixed a red light ticket not only for her, but for her girlfriend too.
