THE SCHEMERS COME OUT SCHEMING
IF DAVID BECKHAM AND HIS POSSE WEREN’T ENOUGH, NOW COMMISSIONER SARNOFF TRIED TO PULL A FAST ONE, AND THE MAYOR MIGHT HAVE PAINTED HIMSELF INTO A CORNER BECAUSE OF HIS HATE FOR MANNY DIAZ

I swear to you that no drugs were taken in the writing of this story.

The Bayfront Park Management Trust Board held their monthly meeting on Tuesday morning, and unlike most meetings, there were several TV reporters in attendance, invited by Board Chairman and City Commissioner Frank Carollo.


Frank wanted them there because when the meeting started he pulled out a copy of a City Commission Agenda Item Summary Form that was about an item scheduled to be heard at the June 26th Commission meeting.  Here it is.

When the board members heard Carollo read the last sentence, highlighted in red, they had a fit!


Although I was not invited - that what I get for filing an Ethics complaint against Carollo - it seems that what pissed off Frank Carollo and then everyone else too was beside the obvious naked attempt to ramrod through an action based on a decision that none of them had discussed, much less voted on, was that no one, including most importantly Carollo knew who had instructed the City Staff to create this document.


It was one of those mystery deals that on rare occasions get passed late at night at meetings where everyone is so exhausted and ready to leave, that they’d vote to trade their children for popcorn if they could just go home.


This time though, it was being done in daylight and out in the open.


Frank Carollo, being as paranoid and touchy as he is about being disrespected, leaped to the conclusion that this was a move to transfer control of the FEC boat slip back to the City, so as to eliminate any potential problem going forward with putting a Referendum on the ballot in November allowing Beckham and his posse to build their soccer stadium.


The Crespogram Report has learned from a reliable source that while this might achieve that goal, the person behind this scheme was none other than our pal Commissioner Marc “Ethics” Sarnoff, and that the real reason was because Sarnoff, still smarting from the way the Bayfront Park Management Trust Board had stood up against his efforts to close the Ultra Music Festival down, has decided to push for the Bayfront Park Management Trust to be shut down and replaced with a Bayfront Park Conservancy, like the one that runs Central Park in New York City.


Even if I hadn’t been provided information about Sarnoff’s move, it still was the only thing that made sense because of how this proposal was being sponsored by Facilities Management.


If this had been a Regalado ploy, then the odds would have it being sponsored by the City Manager.  Facilities Management is run by Henry Torre, and he is Assistant City Manager Alice Bravo’s do-boy, and in turn Alice Bravo is Sarnoff’s do-girl.


If you know the players and whose team they play for, a lot of things become simplier to figure out.


The irony is that by deciding to do this deed the way he did, Sarnoff has now royally pissed off the members of the Bayfront Park Management Trust , who if they see that they’re going to be eliminated anyhow might just dig in their heels at their next board meeting and vote against agreeing to transfer their control of the FEC slip back to the City.


Given the growing controversy over this property being given to David Beckham and his posse, such a refusal could serve to provide a real spark that could make this fight really memorable.


Now, there is no question that the City Commission could on their own abolish the Bayfront Park Management Trust, but in order to do that they would need a minimum of 3 votes, and possibly a 4th vote if such a move requires a 4/5th Super Majority.


Given the emotions and political calculating that’s already surrounding all of this there might not be 3, or certainly the 4 votes required to shut the Park Trust down, and if by chance there were, how do you think the public would react?


There’s nothing like a bunch of Do-Gooder volunteers standing up for the taxpayers and against a deal that favors a bunch of rich foreigners trying to glom a big chunk of public land to galvanize a community, and Miami is certainly a city that needs to be galvanized!


In politics, timing is often critical, and I do believe that Sarnoff might have allowed his anger over the Ultra Music Festival vote to affect his judgement in having this agenda item prepared this early. Nothing is secret inside of City Hall, and its obvious that someone leaked the document to Carollo as a way to cause a little mischief.


TOMAS REGALADO JUST CAN’T GET MANNY DIAZ OUT OF HIS MIND


Nobody’s ever accused Tomas Regalado of being a rocket scientist, and two things happened last week that makes you realize that Regalado really isn’t smarter than a 5th grader.


The first thing is how Regalado got played out of pocket by Miami-Dade County Mayor Carlos Gimenez.


When it became evident that the Port of Miami was no longer a viable location for this soccer stadium deal, it was Carlos Gimenez who offered Beckham and his posse the FEC Boat Slip as an alternative location.


Think about that for a minute, or look at it a different way.


What if David Beckham had first come to Regalado instead of Gimenez, and what if it turned out that the city property that Beckham said he wanted was not available? What if at that point Regalado had recommended that Beckham consider a piece of Crandon Park or Haulover Park as an alternative location.


How quick do you think Gimenez would have been to tell Regalado he had no business recommending county property to anyone?


Gimenez offered Beckham City property, and in the constant battle over turf, one Mayor doesn’t go around recommending another Mayor’s property, especially on a deal as controversial as this, and especially after Regalado had repeatedly claimed that he had never to that point been contacted by anyone about any City property.


Instead, Regalado supposedly walked into the meeting last Monday with Beckham and his posse and walked out an hour or so later like he had been converted like St Paul had on the road to Damascus.


Was that conversion caused by coming into contact with the Beckham himself, or was it caused by the fact that four of his his arch enemies, Manny Diaz, Johnny Winton, Joe Sanchez and Angel Gonzalez had come out in opposition to this deal?


Since last Monday Regalado has been waging a full court press in the news media positioning himself as a champion of this deal, and now it’s going to be interesting to see whether the Rich, Old Hope, Norman Braman comes out in opposition to this deal, and what Regalado will do then because as Regalado has shown on several occasions, whatever Norman wants, Regalado salutes and jumps to PDQ.


There’s never a dull moment in the City of Miami, and between a paranoid Frank Carollo - who has reason to be paranoid in this case because his fellow Commissioner Marc Sarnoff is looking to take his Bayfront Trust Management Board away from him - and Tomas “All Deals In Miami Are Bad Deals” Regalado, whose political career was built in large part on resentment of guys like Manny Diaz and Johnny Winton, you can expect that the next couple months are going to full of plots, counter-plot and just batshit crazy things happening that will make you say...
